      <description>SACRAMENTO BEE: Rains have helped improve water levels in Folsom Lake, but the good news comes as the National Marine Fisheries Service report an alarming decline in the population of the juvenile winter-run Chinook salmon. Only 3 percent survived last year’s drought.</description>
